What Is The International Registration Plan (IRP)?

The IRP is a cooperative agreement among the 48 contiguous U.S. states, the District of Columbia, and 10 Canadian provinces. It allows commercial motor carriers to register their vehicles in a single base jurisdiction while legally operating in multiple jurisdictions. The fees are then apportioned based on the percentage of miles traveled in each area.

Who Needs IRP Registration?

Motor carriers must register under IRP if they operate:

  • Across state or provincial lines, and
  • Qualifying vehicles, which include:
  • Vehicles with a gross vehicle weight (GVW) over 26,000 pounds
  • Vehicles with three or more axles, regardless of weight
  • Any vehicle used in combination when the combined GVW exceeds 26,000 pounds
